The Category
The independent, physics-verified data layer connecting what infrastructure assets actually do to the financial, legal, and regulatory frameworks that depend on them. Produced continuously. Not episodically.
Definition
A category, not a product. An institutional practice the infrastructure finance system has been building toward for thirty years — without a name for it.
Continuous Physical Assurance is the category of institutional practice in which the physical condition of an infrastructure asset is independently verified by physics-based instrumentation, translated into a standardized scalar, and asserted continuously as a matter of financial, legal, and regulatory record.
CPA is not monitoring. Monitoring produces data. CPA produces assurance — a formally structured output that carries liability, satisfies attestation requirements, and links directly to capital mechanisms.
Asset condition is derived exclusively from physical measurement — strain, displacement, vibration, acoustic signature. No AI inference. No model. No assumption. Physics only.
Assurance is produced at the cadence of the asset's own physics — every four seconds — not at the cadence of human inspection schedules. The condition record is always current.
The assurance function is structurally separated from asset ownership, operation, and financing. The OHI is certified by an independent standards body, not by the party with an interest in the outcome.
A single physical condition record satisfies debt covenant obligations, ESG attestation requirements, PPP verification requirements, and insurance condition precedents simultaneously.
Every OHI assertion is timestamped, immutable once produced, and independently verifiable. The record cannot be retrospectively amended. It is evidence, not opinion.

The Problem
Every framework that governs infrastructure capital — debt, equity, ESG, PPP, secondary markets — rests on an unverified assumption: that someone is confirming the physical condition of the asset. No one is.
Infrastructure loan covenants reference physical condition but rely on periodic inspection reports that cannot confirm it continuously. The covenant exists. The verification does not.
SFDR PAI indicators and GRESB submissions require infrastructure condition data that GPs cannot independently verify. ESG ratings rest on operator self-reporting with no physics behind it.
Availability payment regimes require that assets meet technical performance standards — but availability is confirmed by the operator, not independently verified against physical reality.
Secondary buyers inherit condition risk without a verified condition baseline. Physical state at transfer is a negotiation, not a measurement. The gap becomes a valuation discount.
End-of-concession handback disputes turn on the condition of assets at transfer — determined by inspection at a single moment, with no continuous record to arbitrate against.
The Standard
CPA requires a standardized output — a scalar that is comparable across assets, frameworks, and jurisdictions. The OHI is that scalar.
Updated every four seconds. Immutable once asserted. Certifiable by an independent standards body. Linked directly to the Capital Trigger.

"The capital trigger does for infrastructure what the circuit breaker did for equity markets: it connects a physical reality to a financial mechanism automatically and without human judgment or delay."Continuous Physical Assurance — White Paper v0.2, 6SenseGlobal LLC
The Paper
The founding document establishing CPA as an institutional category — its definition, principles, the gaps it closes, and the standards architecture it operates within.
A new institutional category for infrastructure finance. Covers the OHI Standard, the Capital Trigger, the five-gap framework, standards architecture (ISSA 5000, ISO 55001, ISO 22372:2025, SFDR/PAI, GRESB, UN/CEFACT), and Plumb & Veracity as the independent certifying body.
