The distinction matters in four places.

When an asset fails and a claim is filed, the insurer asks one question: what did the condition record show before the event? If the operator generated the record it is challenged as self-serving. If VERA generated it independently, sealed and timestamped, it is evidence. The claim outcome is different.

CER Article 13, NERC CIP, SOCI — all require continuous monitoring of physical infrastructure. A record generated by the operator does not satisfy independence requirements. An independently measured and sealed record does. The competent authority cannot be satisfied by the entity being audited producing its own evidence.

Every draw certification, insurance renewal, and green bond use-of-proceeds report today relies on what the operator said about the asset. VERA produces what the physics shows. Those are different things. Basel III, Solvency II, IFRS 17 — every capital adequacy framework asks whether assurance can be demonstrated. Today the honest answer is no. Not continuously. Not independently. Not in physics.

A self-reported maintenance log answers that question in the operator's favor or not at all. An independently measured condition record answers it in physics. The board, the regulator, and the insurer all prefer the second answer. The D&O insurer requires it.

Before the event that tests it.

A transformer does not catch fire without warning. A generator does not fail to start without a prior condition. The physics was there. The question is whether anyone held the record.

N-1-1 cascading failure at the Conowingo transmission nexus. Multiple redundant systems failed in rapid succession. Federal inquiry into hardened infrastructure mandates triggered. No independent pre-event condition record existed for the components that failed.

Transformer fire. Third major disruption in 18 months. PUCO regulatory intervention expected. A transformer does not catch fire without a thermal signature building over time. That signature was measurable weeks before the event. No independent measurement program existed.

Generator failed to start. Patients on life support at risk. Third generator failure at the same facility in 18 months. Ministry of Health formal inquiry opened. No continuous condition record existed between the periodic tests.

The thermal signature builds in the record before the fire. The vibration anomaly appears before the bearing fails. The generator cold-start hesitation shows in the electrical record before the failure. The physics was there.
